The Muslim League felt that Gandhi’s stance was hardliner and biased against the Muslim League which they felt was the representative of the Muslims who formed nearly 1/4th of the population. The third Round Table Conference was as unproductive as the other two. Jinnah had at this time alienated himself from politics and did not attend the Third Round Table Conference.

From 1937-1939 the Congress ruled in eight out of 11 provinces. Jinnah at this time continued to raise political support for the Muslim League. This was helped by the fact that a number of moves by the Congress government were seen as anti-minority specially anti-Muslim. This brought to the fore-front the majority-minority and was fully exploited by the Muslim League led by Jinnah to garner support. Jinnah declared that Congress had shown that ‘Hindustanwas for Hindu’s’. He manged to persuade the chief ministers of Punjab, Bengal and Assam to join The Muslim League and accept him as its leader.

When the Second World War started in 1939 the British declared thatIndiatoo was at war withGermany. This was criticized by Gandhi and other members of Congress who declared that only ifIndiawas free could it declare war on the Germans. The British rejected this claim but promised Dominion Status toIndiaafter the War. Again the majority-minority issue came up and when the Congress resigned in protest in December of 1939 the Muslim League under Jinnah declared a ‘Day of Deliverance’ This celebration was bitterly criticized by the Congress leaders including Gandhi.
